Okay, this may seem like a lot of work but it really isn't. I did it while on break for lunch, very leisurely while taking a little time to eat my lunch as I went.

Here's what you get:

The frames come in either chrome or black. I chose chrome because it better matched the stainless of my Competition Werkes fender eliminator.
You'll notice that the wire comes out near the edge of the license plate.

You'll need to make a small notch there to allow the wire through. I marked the area with a sharpie and easily cut away the area needed with the tin snips. I lightly filed down the edges so as not to cut through the wire in case they happen to come in contact.

Now, if you were mounting this on your stock bike or another fender eliminator, you 'd be done as soon as you wired it up. Because the Competition Werkes eliminator uses a full size backing plate, you'll need to again cut a notch to allow the wires to pass through. This took a little longer because that darn stainless steel is hard and took a little while to drill through. I started with a small bit and then worked my way up once I got through the first time.

After that I used the tin snips to finish off the notch, again filling down the edges a bit to soften them up.

Last thing I need to do was wire them up to the existing plate light connections and then I was done.

It was still daylight when I took the pictures but I closed the garage door so I could get an idea of how it will look at night.

Having come from running without a plate light, and not liking how the one that came with the eliminator kit lit up the entire underside of the bike, I have to say I really like the way it lights up the plate area only. It's a nice white light too, makes for a great alternative to even the stock setup as you can get rid of the huge light bulb assembly forever. :)
