Just wondering if the PAIR system is only for California, or do all have it?

I don't think Honda even makes a non-California type bike anymore. SquireSCA posted how to do the PAIR mod and he's from Atlanta, GA. :)

The pair system is on all of the 1000rrs. It dumps fresh air into the exhaust to help burnoff on gases that did not ignite. If you get a custom map made and the tuner does not clamp it off you will get a false read on your A/F ratio.
